本計畫以秀姑巒溪流域的「族群、產業與地方社會」為調查研究主題，並就下列子題展開：秀姑巒溪流域的地理環境與條件；秀姑巒溪流域內不同族群與人口分布；秀姑巒溪流域內的產業發展與客家聚落分布；秀姑巒溪流域內特定客家聚落的歷史與現況調查；秀姑巒溪流域內不同客家聚落的比較研究；秀姑巒流域的特性與客家社會文化在地化。
